Job Description

Reporting to the Director, Financial and Strategic Services the Manager, Treasury Services will provide leadership and management to Strathcona County’s treasury team to ensure the organization effectively manages cash, debt, and investment performance. Working within a broad framework of policies and principles, this position manages cash, debentures and other financing, investments, banking, cash forecasting, financial securities, accounts payable and accounts receivable activities to facilitate effective and efficient financial management, business operations, and strategic and business decision-making within the County.

This position will play a key role in leading the establishment of policies, guidelines and procedures to ensure appropriate processes are in place relating to cash handling, investments, debt management, and financial securities to safeguard assets and prevent fraud and/or errors.

This position will support the Director as well as the Associate Commissioner, Corporate Services & Chief Financial Officer (CFO) to achieve the County’s financial mandate and goals by providing treasury expertise and consultation at department and corporate levels.

This role may be eligible to participate in our hybrid work program. The successful candidate will be required to reside within 2 hours of Sherwood Park, Alberta.

Responsibilities:

  • Manage the Treasury Services branch of Strathcona County’s Financial and Strategic Services department in accordance with relevant legislation, guidelines and County financial principles and policies
  • Manage the County’s cash, cash forecasting and banking ensuring appropriate internal controls, reconciliations and compliance
  • Manage the County’s debenture financing including presentation of borrowing bylaws to Council, building relations with Government of Alberta Treasury Board and Finance or other lending institutions, while ensuring applications, draws, cash requirements, accounting, and reporting are in accordance with legislation
  • Manage corporate accounts receivable and payables ensuring collections, timely payments, strong internal controls and excellent customer service
  • Prepare local improvement by laws for Council approval, including overseeing calculations of local improvement payouts and provision of associated accounting activities, providing advice on local improvement projects, and preparing budget and year end schedules for local improvements
  • Participate in and provide leadership to steering teams, working groups and committees at organizational and department levels to provide treasury expertise and direction
  • Provide treasury and financial analysis, consultation, and advice to guide decision-making by department and corporate management representatives and facilitate effective delivery of programs and associated financial accountsabilities
  • Develop and establish policies, procedures, and guidelines for treasury services, including cash management, debt management, financial securities, accounts payable, accounts receivable and other financial considerations
  • Develop and recommend business process improvements to enhance customer service and efficiency of business operations
  • Manage ongoing service delivery while meeting increasingly complex organizational needs pertaining to treasury management

Qualifications and Skills:

  • Related degree (ex.Bachelor of Commerce) and a professional accounting designation (Chartered Professional Accountant (CPA) are required)
  • 10 years related experience, with at least 5 years directly related and progressively responsible financial management and treasury experience, preferably in a municipal setting
  • Financial investment certification or a treasury certification, would be an asset
  • Significant experience with complex financial systems and providing strategic consultation and advice to senior organization representatives in relation to treasury matters
  • Significant and comprehensive knowledge of treasury management, accounting and financial planning theories and concepts
  • Broad and comprehensive understanding of Public Sector Accounting Standards, the Municipal Government Act and other relevant legislation
  • Sound knowledge of relevant municipal and provincial legislation and public sector/government practices, including ability to develop, administer and implement policies in accordance with legislation
  • Excellent interpersonal and leadership skills including the ability to lead teams and cross department work groups to achieve department and corporate goals
  • Ability to provide leadership for the development and management of organizational-wide treasury management programs, including the establishment of associated policies, procedures and guidelines
  • Strategic, critical thinking and analytical skills, including ability to analyze a variety of inputs and risks, resolve issues, solve problems, and recommend actions aligned with the County’s strategic plans
